Huntsville, AL (WAFF) - The 2013 legislative session is just a couple of weeks away in Montgomery, and plenty of controversial topics from guns to health care will be addressed. Now, folks in Madison County will have a chance to tell state lawmakers what they think about the issues of the day.

Alabama State Senators and Representatives from Madison County will hold their annual public forum on Monday, January 28th from 7 - 9 pm. The forum is happening at the Huntsville City Council Chambers inside the Municipal Building at 308 Fountain Circle.

If you wish to speak, you're asked to sign in a half-hour before the event begins.

Madison County voters will have a unique amendment on their ballot.

Local Amendment One would give the county commission more power to deal with dangerous dogs.

It reads that county officials can destroy a dangerous dog or return it to its owners if they feel the dog is being restrained properly.

The proposal passed in Montgomery unanimously, and animal rights groups say they have no objections to it.

Dog owners who run afoul of the law would be responsible for any costs associated with the incident.

Monday's meeting will be the last for outgoing Mayor Paul Finley and four council members.

Troy Trulock will take over as Madison's Mayor after winning election in August.

The new mayor and councilmen will take office November 5th.

Representative Laura Hall is hosting a public forum on the Constitutional Amendment to be voted on later this month.

The amendment will provide funding to the State General Fund budget.

The forum is scheduled for Monday, September 17th at 6:00 p.m. at the Dr. Richard Showers Center on Blue Spring Road in Huntsville.

Speakers invited to the event include representatives from the Department of Heath, Mental Health, Senior Services and the Top of Alabama Regional Council of Governments.

No pay cut for Alabama agriculture employees

MONTGOMERY, Ala. (AP) - State Agriculture Commissioner John McMillan has dropped plans to reduce his employees' salaries by 7.5% because of state budget cutbacks.

McMillan told WSFA-TV (http://bit.ly/GVnBFE ) that he and his staff have found better ways to cut spending than taking it from the paychecks of 300 employees. McMillan said there won't be any additional layoffs either.

McMillan's department was the only one in state government that had considered reducing paychecks.

McMillan said his department will cope with the 10.6% cut in the state General Fund budget by putting off equipment purchases and trimming expenses in areas other than staff. The current plan is effective through the end of the fiscal year on Sept. 30.
